Cytandra Hoover

Founder & CEO

Cytandra brings over 25 years of experience at the intersection of international development, organizational change, anthropology and private-sector management.

Cytandra has worked with development organizations such as the UN/IOM, USAID, Red Cross, Chemonics, and Opportunity International as well private sector firms such as Liberty Mutual, AmTrust Financial and Cengage Learning. These have informed her ability to optimize organizations that span diverse opinions and perspectives to achieve mutually beneficial outcomes, ultimately bridging needs with opportunities.

Zotara Global is the firm she built because it didn’t exist: a partner with the sector knowledge of a development practitioner, the curiosity of a cultural anthropologist, and the efficiency toolkit of a private sector professional.

Cytandra focuses on driving effective change at the intersection of impact, inclusion, and profit.
